CANZ Update - 4 February 2003

COMMON GROUND ON MEDICATION

CANZ President Lyn O'Connor, National Secretary Barry Noakes and I met with Departmental representatives today to outline the concerns raised recently by CANZ in respect of the issuing of medication to inmates. After some discussion it became clear that the parties had similar views regarding the potential problems associated with systems and procedures currently operating in some Regions. There appeared to be general consensus that it is not appropriate for Corrections Officers to either,
a) Issue pre-packed prescription medication or panadol to inmates, or
b) Issue non-prescription medication of any kind to inmates without medical advice.

Systems and Procedures
It was further agreed that there is a clear and urgent need for the development and implementation of nationally consistent systems and procedures for the distribution of inmate medication. CANZ has offered to assist the Department in the process, as we clearly have a shared interest in ensuring that all legal, ethical and Health & Safety requirements are addressed appropriately. We will keep you informed of progress.

Radios and Earpieces - The Never-ending Story
After two and a half years of trying, we finally managed to engage the Department in meaningful discussions regarding the problems being experienced by members in all institutions in respect of radios and earpieces. CANZ representatives made it very clear that we acknowledge the benefits associated with the introduction of these devices in terms of membership safety. We did, however, make it equally clear that the "noise" and "comfort" problems must be addressed. Once again we appear to have engaged the correct people, because agreement was quickly reached regarding an appropriate means of addressing the problems. The Department of Corrections has indicated willingness to,
I. Carry out "noise level" tests on selected sites at all Institutions,
II. Implement a programme of hearing tests for employees,
III. Ensure that transmission and reception systems are checked and, if necessary, modified, and
IV. Examine the potential for the provision and introduction of more "user-friendly" earpieces and/or offer a choice of earpieces to staff.
