Many of you
will now be aware of the recent & current headlines in the media.
These headlines centre on the representations that CANZ have made on behalf of
CANZ members at Christchurch Men's Prison. As a representative, the chairman’s
role is to represent members of this Branch no matter how distasteful those
allegations maybe. If members of this Branch allege that there are areas of
managerial failure lacking managerial support then CANZ will voice those
concerns; as we have clearly done so.
Management’s
role is to manage and that management involves many qualities such as
leadership, support and guidance. This is how standards are maintained and our
safety is assured. In recent weeks we have received reports that certain areas
in question are now improving which is very telling and good to hear. Another
managerial function is to investigate allegations of wrong doing. When this
eventually occurs CANZ ask those involved to be forth right and open; perhaps
then the Department can make major improvements. Keeping quiet might seem wise
to some; unfortunately that does little for change.
I'm informed
that the representations that are now generating national interest were
previously released through a recent PCO meeting and then around the Prison.
CANZ suspect that was an attempt to cause un-rest and division. It is
regretful that some staff members may feel upset and disappointed that their
conduct is being questioned. However that does not negate the
fact that the allegations have been made. On the evidence the
branch have heard and witnessed we choose to support the members whose
safety was at risk and the wider membership whose safety is indirectly
affected. Commonsense dictates that Prisoners and weapons do not mix.
We are
disappointed that the Department has not responded to the representations in a
more open manner conducive to good industrial relations. We expected better
communication and understanding, instead of the suggestion that all matters will
be investigated whilst changes in the mean time are evidently being made.
An
independent investigation by Head office is currently being conducted into
allegations against the Prison Management. We aware a
number of witnesses have been forth-coming. We can only request that others do
the same. Inadequate searches and the failure to confront offending behaviour
need to be a thing of the past—we deserve safer conditions and better
leadership.
CANZ do not
support the involvement of the media at this present time and ask that if any
member has information relating to the person/s who circulated the Report to
notify the Regional Manager in confidence if necessary.

members who have approached the chairman following this leaked Report we thank you
for your support. Any information will be treated in confidence.
